When the Government are of the opinion that it is considered necessary or expedient so to do, in public interest, or to remove the hardship of any particular case; it may, by order for reasons to be recorded in writing, relax any of the provisions of these rules, in respect of any class or category of employees, or in respect of any particular employee, in consultation with the General Administration Department.
