(1)The Gouernment, with previouspi'blication, may makerules for carrying out or any of the provisionsOfthis Act.
In part*cular and without prejudice to the generality of the powers, the rules pmvide for all Or any of following matters, namely:—
(a) number, classificatm and of posts;
(b} method of 7ecruitment , age limit for entry mto service, minimum qualification. scale of pay. leave,-allowances and 6ther concfitions of service;
{c) manner of exercising option for absorptü»n;
(d) manner conduct of examinations bv the Convnissionand Sen.'ice Selection Committee and manner of conducting.
Departmental Examination and constitutlon of Departmental Promotion Committee;
{e) authority. to whom, the mamer in whkh and the time within which appeal to be filed; and
(f) any other matters which are required to be. or maybe, prescribed:
