CHAPTER V RESEARCH AND EXTENSION , . - -

(3) The Dean of Research shall be in charge of the Agriculture Experimeij t stations with powers to control and co-ordinate all resiarch activities of the experiment stations. The Dean $ha11 forinulate the research programmes in all the institutions of the University in consultation with the respective Deans and shaIl be responsible to the Vice-Chancellor.
Bxteneion 26. ( 1 ) A Department of Extension Education 8dUc"i0nm shall be established and maintained by the University for the purposes of-
(a) undertaking extension education programmes in different Blocks constituted under theOris~aPanchayat Samiti and Zilla Parishad Act, 1959, gradually orism Acl l covering the entire State in such manner 01 1960.

(2) There shall be. a Dean of Extension Education who shall be a 'whole-time officer of the University.
(3) The Dean of Extension Education shall be zppointed by the Vice-Chancellor with the approval of the Board and shall be responsible to the Vice- C1-lance11 or.

CHAPTER VI UNIVERSITY FUNDS, ETC.
27. The University shall have a genera1 fund deoerai ,... .

(2) contributions or grants made by the State or Central Government aud other authorities for general or specific purposes; and
(3) other contributions or grants.
28. (1) The University shall have a fund called rounaaticn f he Foundation Fund. Fund.
(2 ) The Foundatio~l Fund shall consist of- (4 the sum of not less than ten lakhs of rupees which shall be given to i t by the Government in the course of the five years after the corning into force of this Act;
(b) any contribution to this fund which may be made by the Government, any local authority or othcr public body or others;
and
(c) any contributions to this fund which inay be inac'e by the Unikfersiiy -
(3) The Foundaiion Fund shall be invested and be kept invested, i n securities, issued or guaranfeed by the Central Government or by any other State Government hnd such illvestments shall not be varied without the consent of fhc Chancellor.
(4) The corpus of the Foundation Fund shall be kept intack but the interest thereon may be utilised for the purposes of the University.
(5) The expenditure from thc revcnues of the State referred to in clause (a) of sub-section (2) shall be expenditure charged on the revenues of' the State.

33. (1) The accounts .qf the University shall be maintained in the prescribed manner under the directioil of the Vice-ChanceIlor and all moheys accruing to r?r received by the University $rorn whatever source and all amounts disbursed or paid sllall be entered in the accounts.
(2) The accoullts of the University and its funds sha ll be subject to audit uncle-r the Orissti Local Fund Audit Act, 1948. Thecopy of the audit report ~ h a l l ~ ~ ~ f ; ;

(u) conditions for the award of fellowships scholarships, studentships, bursaries, medals and prizes ;
( v ) conduct of business of the various authorities of the Univrsity ; and (IV) all other matters whiclz by this Act are to be or may be provided for by the Statutes.
Manner of making
34. ( 1 ) The first Statutes wit11 regard to matters statutes. specified in clauses (a) t o (lc) of section 33 shall be made by the Government after being previously published in the Gazette for the consideration of objections, if any, as may be rcceived from the public within a month of such publication. Subsequent amendments and alterations in respect of ttleseitemsshal1,subject to the approval of the Government, be made by the Board.
(2) The first Statutes wit11 regard to matters specified in clauses ( 1 ) lo (IU) of section 33 shall, subject to the approval of the Board and the ChancelIor, be made by the Vice-Chancellor. The Academic CounciI may from time to time, propose draft of subsequent amendments and alterations of such Statutes, which would be considered by the Board at its next meeting. The Board may approve any such draft and m e n d or alter the Statutes accordingly or. reject it or return it to the Academic Council for reconsideration, either in whole or in part, together with any a~endments which it may suggest.
CHAPTER VIlI

Provided that until arrangements are made by the University, the Government shall be, and continue to be, responsible for keeping the buiIdings of the college, includ i ng the fixu res, fittings a ad connections, , in a proper state of repair, as may from time to time be required by the University.
(2) Nothing in this section shall be deemed to autborise the Univcrsi ty to sell, lease, exchange or otherwise dispose of any land or building of any college transferred to the University under subsection (1 ) .
(3) Where any c01Iege has been transferred to the university by an order under sub-section ( I ) , notwithstanding anything contained in this Act, the University shall . employ all members of the teaching staff and other servants of the Government who, immediately before the date of the publication of the 'said order, were serving in or were attached to that college, on such foreign service conditions as may be deter mined by the Government:
Provided that such employees may, within a period of one year from the date they are called upon by the Univcrsiry so to do, exercise their option to revert to t.heir services under the Government failing (Sec. 38) which they shall be deemeh to have been absorbed in the services of tlie University ~villl effect from the date of,theexpiry of the period aforesaid and shall thereafter be governed by the terms and conditions governing the said services.
(4) The provisions contained in sub-sectioa (2) and sub-section (3) shall, rirrltnris ~r~irkwdis, apply in respect of coJleges transfkrred to the University prior to the conling iuto hrce of -,this Act and also in respect of the members of the tcsching staff and other servant,s or the Government, who immediately before such transfer were servlng in -or altachec?, to that college.

39. The Orissa University of Agriculture and , R ~ i l ~ ~ Technology Act, 1961 ( hereinafter rcferred to as the said Act), is hereby repealcd:
Provided: that-
(a) the IJuivcl-si ty established, authorities constitilted and officers, other than the Vice-Pres iden t, appointed undcr the said Act shall be deemed to have been established, conslilu ted and appointed under this Act;
(b) the person appointed t o be the president under the said Act, shall be deemed to be the Vice-Chancellor a~pointed under this Act and shall subject t o thc other provisions of this Act, continue to hold ofice so long as he would have otherwise continued as such President;
(c) the aforesaid authorities shall continue to hold office u11ti1 they are reconstituted in accordance with the provisions of this Act; and
(6) statutes and regulations made, notifications and notices issued, contracts entered into and all actions taken and things done under the said Act, shall be dcen~cd to havz bee11 made, issued, enterzd into, taken and done under this Act and shall continue in force untiI new provisions are made under the appropriate provisions of this Act.
