(2) Gn receipt of the appeal and after calling.for and perltryg'ttl" record of the'proceedingsbefore the dstate officer, the !Pi9$te officer shail aPPqTt a tir'ne and piace for the hearing of the appeal and shal1 give notice thereof to,the'estate offi.it against whose otiu. the appeal is preferred, to the appeilant and to the head of ihe deparf,ment or authoiiiy in ad:mnls.trative control of the premises.
