(1) The application by registered semen banks for approval for sale of semen or embryos produced outside Punjab shall be made in Form –'I'. Such approval shall be limited and specific to the following, namely:-
(i) the bull
(ii) the number of doses
(iii) the period of sale and
(iv) the area authorized for sale.
(2) The approval under sub rule (1) shall be non–transferable.
(3) Application for approval under sub rule (1) shall reach the Authority at least one month prior to the expected date of launch of semen sale or supply.
Similarly, the Authority shall be bound to accept or reject the application within three weeks of receipt of the application, otherwise approval shall be deemed to have been granted. The decision of the Authority shall be final in this regard.
(4) The approval shall be granted only in cases of exceptional genetics i.e. Frozen semen doses from bulls having genetic potential or pedigree higher than those of the certified/registered bulls of semen stations registered with the Authority.
(5) The approval for sale of semen or embryo produced outside Punjab shall be granted only in respect of semen produced in a semen station Graded –‘A’ by the Central Monitoring Unit.
(6) No permission for sale of semen shall be granted for semen produced outside Punjab sourced from a Bull which does not meet the Bull Standards published or revised by the Authority, conditions, guidelines for breeding bull laid by the Authority, Government, Government of India and the Breeding Policy of the State of Punjab.
(7) Complete pedigree records, disease testing records, original colored photograph of the bull, quality test report of the semen to be supplied duly attested by the In-charge of the source station shall be submitted. However, the Authority can send any expert or committee to the source station for verifying the genetic worth of the bull.

(8) Semen should be collected within one hundred and eighty days of the disease testing by the third party for Tuberculosis, Johnes Disease, Brucellosis, Infectious Bovine Rhinotracheitis (IBR) or any other disease notified by the Authority, Government, Government of India.
(9) Full compliance must be ensured with the conditions or guidelines notified from time to time by the Government of India or specified by the Authority or the Government of Punjab for semen collection, production of semen straws from breeding bulls
