Section 8: Registration of semen banks

(1) Every application for registration or renewal of registration of a semen bank shall be made to the Authority in Form 'F'.

(2) The registration of a semen bank shall be renewed after every two years.

(3) An application for registration of a semen bank or for renewal thereof shall be accompanied with the following non-refundable fees, which shall be payable by cheque or RTGS.:- Section 10.

(4) Application for registration of a semen bank or renewal thereof shall be processed with respect to the fulfillment of the following conditions, namely: -

(i) semen bank has premises exclusively meant for storage and distribution of frozen semen doses. There should be completely separated minimum four rooms for storage of semen containers/Liquid Nitrogen containers, quality checking/quality assurance and distribution of frozen semen doses. However, the minimum total covered area should be one thousand (1000) PUNJAB GOVT. GAZ. (EXTRA), OCTOBER 12, 2021 (ASVN 20, 1943 SAKA) 2606 square feet to accommodate the storage capacity registered/ applied for;

(ii) semen bank has inbuilt capacity to store one lac or more frozen semen doses at a single place;

(iii) semen bank has all the following mandatory equipment, including but not limited to minimum one Bulk semen storage container with capacity of more than 300 liters, Biological cryo containers with capacity of 45-50 liters, Liquid Nitrogen storage containers, Horizontal/Vertical Liquid Nitrogen Silos, Phase contrast microscope with Closed Circuit Television and display. However, their number should justify the monthly peak volume of frozen semen doses traded;

(iv) semen storage areas shall be exclusive and well ventilated.

Semen distribution areas shall be air conditioned for ease of working with liquid nitrogen;

(v) semen bank shall ensure a proper foolproof identification system for each semen container, canister, goblet and level of storage maintained both in storage and distribution containers so that a bull’s semen can be traced with ease;

(vi) semen bank must have printed numbered sale books as per Form-‘G’. These are required to be registered annually with the Authority;

(vii) all the semen storage containers and Liquid Nitrogen containers shall be properly entered in the stock books duly verified by the veterinarian by the end of every month. Each container shall be labeled permanently with the name and registration number of the semen bank;

(viii) any container not maintained as per clause (vii) above shall be considered illegal and bound to be confiscated and the material shall be destroyed by the Authority or its authorized person. However, guest containers i.e. containers of other semen banks or other institutions used for bringing in semen shall be entered in the stock book on temporary basis;

(ix) semen bank can work only under the direct supervision of an PUNJAB GOVT. GAZ. (EXTRA), OCTOBER 12, 2021 (ASVN 20, 1943 SAKA) 2607 experienced full time veterinarian, duly assisted by appropriate number of technicians and labour;

(x) there shall not be stocking of any other commodity or item or any material, drug, supplement etc. in the semen and liquid nitrogen storage area;

(xi) the premises and employee/employees deputed for semen storage and sale related activities shall be independent of other businesses/work;

(xii) technical audit of the premises shall be done by the Authority annually;

(xiii) it is mandatory to enter data of every straw sold in the registered sale books. Semen bank cannot sell even a single straw without sale slip;

(xiv) semen bank can obtain semen only from Authority certified bulls of semen stations registered under the Act, which are declared A or B Grade by the Central Monitoring Unit of Government of India;

(xv) semen bank can sell semen only to ‘Authorized Inseminators’ and shall be responsible for submitting details of insemination and follow- up data of every authorized inseminator to the Authority;

(xvi) semen bank shall provide services/sell semen as per the approved Breeding Policy of the Government;

(xvii) there shall be proper arrangement for evaluating post thaw quality of semen straws under the supervision of part time/ full time veterinarian;

(xviii)details of semen supplied to various agencies including postthaw motility at the time of dispatch shall be recorded. After each dispatch, records redefining the position of remaining doses shall be updated;

(xix) while transferring, goblets containing semen shall be well identified and precaution shall be taken to see that each goblet has sufficient space for liquid nitrogen;

(xx) Liquid Nitrogen shall be replenished at regular intervals to ensure the maintenance of LN level in all the containers and is to be recorded properly. Complete details and display of schedule and its compliance for replenishment of Liquid Nitrogen in the semen storage containers is mandatory;

(xxi) there shall not be supply/ sale of semen straws without goblets and each goblet shall not contain more than fifteen straws.

Quality assurance shall be guaranteed at the time of supply of semen straws; and

(xxii) Breeding Policy of the State and other conditions as per Minimum Standard Procedure and Standard Operative Procedure or Guidelines of the Government, Government of India for frozen semen straws shall be fully complied.

(5) The certificate of registration shall become invalid in case the semen bank stores or sells semen produced by semen stations declared unfit by the Authority or Government or Government of India, and is not evaluated by CMU – Government of India.

(6) Registered semen bank shall submit its Annual report in ‘Form-K’.

Submission of incomplete or non submission of the report will lead to cancellation of the certificate of registration.

(7) Any non compliance with the directions, conditions, guidelines, specifications issued by the Authority, Government, Government of India, will lead to rejection of application for registration of semen bank, cancellation of Registration certificate

(8) Subject to the fulfillment of all the conditions mentioned in the Act, these rules and those specified by the Authority, Government, Government of India for semen stations, semen banks, breeding bulls, sale of semen, a certificate of registration shall be generated in Form 'H', which shall be valid for two years.
