As soon as may be after a candidate has been declared by the Returning Officer under the provisions of section 54 or section 69, to be elected, the Returning Officer shall grant to such candidate a certificate of election in Form 38 and obtain from the candidate an acknowledgement of its receipt duly signed by him and immediately send the acknowledgement by registered post to the Commission.
