Every year on 5th Sec1ion 193 February or before that date, the Chief Executive Officer of the Zila Parishad shall frame the budget and place it before the Standing Committee for Finance, Audit and Planning for approval and further submission to the Zila Parishad for approval , where aflcr, it shall be sent to the Government, as soon as it is passed by the Zila Parishad, so that it can be scrutinized with a view not to approving. but to pointing out any misuse or abuse of funds placed at the disposal of the lila Parishad.
12. Supplies of copiu of sanctioned budget orZH• Parishad- As soon Sc<tion 193 as the budget estimates of the Zila Parishall are approved, copies thereof shall be supplied to the Government with in a period of one week.
13. Rf'-appropri•tloo- The amount provided underany head in the approved Secti<>ns 142 and budget of the Panchayat Sami ti or the Zila Parishad may be transferred or re- l93 appropriated co any other head with the prior approval of the C hairperson of the Zila Parishad:

b) due provision is ~nsured u ndereach head for schemes. instin1tions, services or liabilities, which is obligatory for the Panchayat Samit i or the Zila Parishad to execute, ma.intain or pay for in accordance with the Act, rule~ made 1hereunder or1he conditions of any grant made by the State Government; and c) funds shall not be diverted from any scheme specially indicated by the State Government in this b<!half, nor shall the pattern of such schemes be altered without the prior approval of the Government.
