The Punjab Police Act, 2007State Act of Punjab · Act 10 of 2008

(1) The State Government shall, within a period of three months of the coming into force of this Act, establish a 1[State Security Commission] to exercise the functions assigned to it under this Act.

1[(2) The State Security Commission shall consist of following persons, namely: — 1Substituted for words “State Police Board” by Punjab Act No. 19 of 2018, Section 2 Rank structure in Civil and Armed Police.

District Armed Reserves and State Armed Police Battalions.

Superintendence of State Police of vest in State Government.

Establishment of State Security Commission.

(a) the Chief Minister, Punjab; ...Chairperson

(b) the Home Minister, Punjab ...Vice-Chairperson (in case the Chief Minister is also the Home Minister, the Chief Minister may nominate any other Minister as Member of the Commission in place of Home Minister);

(c) the Leader of the Opposition in the ...Member Punjab Legislative Assembly;

(d) a retired Judge of a High Court; ...Member

(e) the Chief Secretary, Punjab; ... Member

(f) the Principal Secretary to ... Member Government of Punjab, Department of Home Affairs and Justice;

(g) the Advocate General, Punjab; ...Member

(h) not more than two eminent citizens …Member of prominence and integrity in public services to be nominated by the State Government; and

(i) the Director General of Police. ...Member- Secretary]

28. 2[The State Security Commission shall perform the following functions and make recommendations to the State Government and the recommendations so made shall be binding on the State Government, namely: —] 1Substituted by Punjab Act No. 19 of 2018, Section 5 2Substituted for words “The State Police Board shall perform the following functions namely” by Punjab Act no.19 of 2018, Section 6 Functions of State Security Commission.

(a) to aid and advise the State Government in discharge of its functions and responsibilities under this Act;

(b) to frame broad policy guidelines for promoting efficient, effective, responsive and accountable policing in accordance with the law;

(c) to review and evaluate organizational performance of Police Service in the State; and

(d) to identify shortcomings regarding infrastructure and equipment in police.
