(1) The State Government shall constitute a Police Establishment Committee (hereinafter referred to as the Establishment Committee), which shall consist of the following police officers, at the Headquarters, namely:-
(a) the Director General of Police; : Chairperson
(b) the Head of State Intelligence : Member Wing;
Administration of State Police.

(c) the Head of the Administration :Member Wing;
(d) the Head of Law and Order : Member Wing; and
(e) the Inspector General of Police, : Member Headquarters.
1[(2) The Establishment Committee shall decide with regard to transfers and postings of police officers of the rank of Deputy Superintendents of Police and make recommendations on postings/ transfers of officers of the rank of Superintendent of Police.]
(3) The Establishment Committee shall also consider and recommend to the Director General of Police, the names of the non- Gazetted Officers for posting to a police range on initial appointment, or for transfer of subordinate ranks from one 2[***] police range to another 3[***] police range, 4[***] where such transfer is considered expedient for the Police Service.
5[(4) ***] 6[(5) The transfers and postings of officers of subordinate ranks, within a police range, shall be made by the Inspector General of Police or the Deputy Inspector General of Police of the range, as the case may be, on the recommendation of a Committee, comprising of the Senior Superintendents of Police of all the districts in that range.]

Provided that the Director General of Police or any other officer, authorized by him, may decide transfers falling under subsections (4), (5) and(6)at his own level in such cases, as he may deem fit.
1[(7) The Establishment Committee shall function as a forum to dispose of complaints/representations from the rank of Superintendent of Police and above ranks, regarding promotions/transfer/disciplinary proceedings or their being subjected to illegal or irregular orders.]
