For a teacher of any school referred to in sub-clauses (ii) and (iv) of clause (n) of section 2, who does not possess the minimum qualifications, iaid down under rule i5 at the time of commencement of these rules, the management of such school shall enable such a teaclrer to acquire such minimum qualifications within a period of five years lrom the commenc€ment of the Act, and the Govcmrrrent shall provicle training institute for the same. However, after issuance of the notification under subsection (l) of section 23 by the centralcovernment, no person shall be eligible for anpointment as teacher, if he does not possess rhe qualifications,'laid down in ihc rri;iificatlon.
