No expenditure shall be incurred unless it has been provided for in the Budget approved by the Council and unless the necessary funds are available. Emergency expenditure necessitated by circumstances not foreseen may be allowed by the president to be incurred in anticipation of the approval of the Council, provided funds are available to meet such expenditure. There shall be a upper limit of Rupees One lakh for aforesaid emergency expenditure and this shall be approved by the Council in the next General meeting.
