The licensing Authority or any officer authorised by him [in writing] in this behalf may, at any time, enter a place which he has reason to believe is being used or is intended to be used for the purpose of cinematograph exhibitions in order to satisfy himself that all the provisions of the Act, these rules and the conditions of the license are being complied with.
