2[.....] If the licensing officer is satisfied, either on a reference made to him in this behalf or otherwise, that: -
(a) a license granted under Rule 7 3[or under rule 7A] has been obtained by misrepresentation or as to an essential fact, or
(b) The holder of a license has without reasonable cause, failed to comply with the conditions subject to which the license had been granted or has contravened any of the provisions of these rules, without prejudice to any other penalty to which the holder of the license may be liable under these Rules, the licensing officer may, after giving the holder of the license as opportunity of showing cause, cancel or suspend the license and forfeit the sum, if, any or any portion thereof deposited as security for the due performance of the conditions subject to which the license had been granted.

1[Provided, that where it is not proposed to cancel or suspend the license, the licensing officer may: -
(i) forfeit the unaccounted timber,
(ii) and or impose a penalty of Rs.500/- upto Rs.1000/-, and upto Rs.2000/- for 1st, 2nd and for subsequent default.]
2[(c) the holder of the license granted under rule 7A has without reasonable cause, failed to comply with any of the conditions subject to which the license has been granted, or has contravened any of the provisions of these rules, or has been found to have received and/or processed green timber or round timber from any source for sawing or direct sale or trade of sawn timber, the licensing officer shall, after giving the holder of the license an opportunity of showing cause, cancel the license and forfeit the sum, if any/or any portion thereof, deposited as security, without prejudice to any other penalty to which the holder of the license may be liable under these rules.]
