The first Vice-Chancellor shall be appointed by the Chancellor in consultation with the State Government and the IFCI Ltd. for a period not exceeding three year or until such time as the Board is constituted whichever is earlier and exercise all or any of the powers conferred on the Board by this Act or the Statutes.
