The owner or occupier of any premises shall be entitled to empty sewage of the premises into a sewer of the Board: Provided that before doing so, he shall- (a) obtain written permission of the Board and pays connection fee and other charges as may be prescribed; (b) comply with such conditions as may be prescribed.
