Where any premises are, in the opinion of the Board, without sufficient means of effectual drainage and a Board sewer or the place approved by the Board for the discharge of filth and other polluted and obnoxious matter is situated at a distance of not exceeding thirty-five meters from any part of the said premises, it may, by written notice, require the owner of the said premises to have sewer connection and if he fails to do so, the Board shall cause to make such connection and the owner shall be liable to pay the charges incurred by the Board.
