(1) The Vice-chancellor shall be appointed by the Chancellor from a panel o f three persons recom m ended by the Board o f M anagement and shall , Subject to the Provisions contained in sub-section(8) , hold office for a term o f three year:
Provided th a t , after expiry o f the term o f three years, a person shall be eligible for re-appointm ent for another term o f three years:
Provided further that a Vice-chancellor shall notw ithstanding the expiration of his term continue to hold office until his successor enters upon the office.
(2) Any vacancy in the office o f Vice-chancellor shall be filled within six month from the date o f such vacancy.
(3) The Vice-chancellor shall be the principal executive and academic officer o f the University and shall exercise general superintendence and control over the affairs o f the University and shall execute the decisions o f the authorities o f the University.
(4) I f in the opinion o f the Vice-chancellor it is necessary to take immediate action on any m atter for which power are conferred on any other authority by or under this Act, he m ay take such action as he deems necessary and shall at the earliest opportunity thereafter report his action to such officer or authority as would have in the ordinary course dealt with the matter:
Provided that i f in the opinion o f the concerned officer or outhority such action should not have been taken by the V ice-chancellor then such case shall be referred to the Chancellor whose decision thereon shall be final;
Provided further that where any such action taken by the Vice-chancellor affects any person in the service o f the University such person shall be entitled to prefer, within three m onths from the date on which such action is communicated to him , an appeal to the Board o f M anagem ent and the Board o f M anagement may confirm or modify or reverse the action taken by the Vice-chancellor.
(7) If, in the opinion o f the Vice-chancellor , any decision o f any authority o f the University is outside the powers conferred by this Act or Statutes, Ordinances , Regulations or rules made University, he shall direct the concerned authority to revise its decision within fifteen days from the date o f its decision and in case the authority refuses or fails to revise such decision, then such matter shall be referred to the Chancellor and his decision thereon shall be final.

(8) The V ice-chancellor shall exercise such other powers and perform such other duties as m ay be prescribed by the Statutes or the Ordinances.
(9) If the Chancellor is satisfied , on an enquiry m ade or caused to be made on a representation made to him or otherwise, that the continuance o f Vicechancellor in his office is prejudicial to the interest o f the University or the situation so warrants , he may, by an order in writing and stating the reasons therein for doing so, ask the Vice-chancellor to relinquish his office from such date as may be specified in the order;
Provided that before taking an action under this sub-section, the Vicechancellor shall be given an opportunity o f being heard.
