(1) Subject to the provisions o f this Act, the Statutes o f the University may provide for all or any o f the following matters, namely:-
(a)T he constitution, power and functions o f the authorities o f the University as may be constituted from time to time;
(b)The terms and conditions o f appointm ent o f the V ice-Chancellor and his powers and functions ;
(c)T he m anner and terms and conditions o f appointm ent o f the Registrar and C hief Finance and Accounts Officer and their powers and functions;
(d)The m anner in which and the period for which the Provost and the Proctor shall be appointed and their powers and functions;
(e)T he m anner in which the Dean o f Faculty shall be appointm ent and his powers and functions;
(f) The m anner and terms and conditions o f appointm ent o f other officers and officer and teachers and their powers and functions ;
(g)The term s and conditions o f services o f employees o f the University and their functions;
(h)The procedure for arbitration in case o f disputes between officers, teachers, employees and students;
(i) The conferm ent o f honorary degrees;
(j) The provisions regarding exem ption o f students from payment o f tuition fee and for awarding to them scholarships and fellowships;
(k) Provisions regarding the policy o f admissions including regulation o f reservation o f seats;
(1) Provisions regarding fees to be charged from students;
(m) Provisions regarding num ber o f seats in different course;
(n) Creation o f new authorities o f the University;
(o) Accounting policy and financial procedure;
(p) Creation o f new departments and abolition or restructuring o f existing departments;
(q) Institution o f medals and prizes;
(r) Creation o f posts and procedure for abolitions o f posts;
(s) Revision o f fess;
(t) Alteration o f the number o f seats in different syllabi; and
(u)A ll other matters which under the provisions o f this Act are required to be, or may be , prescribed by the Statutes.
(2) The Statutes o f the University shall be m ade by the Board o f M anagement and shall be submitted to the State Government for its approval.

(3) The State Government shall consider the Statutes, submitted by the University and shall give its approval thereon within two months from the date o f its receipt with such modifications, if any, as it may deem necessary.
(4) The University shall communicate its agreem ent to the Statutes as approved by the State Government, and if it desires not to give effect to any or all o f the m odifications made by the State Governm ent under sub reason(3), it may give reasons therefor and after considering such reason, the State Governm ent may or may not accept the suggestions made by the University.
(5) The State Government shall publish the Statutes, as finally approved by it, in the Official Gazette, and thereafter, the Statutes shall come into force from the date o f such publication.
