The appropriate authority before making modification in regulations of final scheme under section 36 shall publish the notice containing the proposed modifications in one or more newspapers having wide circulation in the area. Such notice shall state that the appropriate authority has prepared draft amendment in the regulations and that the same are kept open for public inspection at the office of the appropriate authority during office hours on working days inviting the persons affected by the draft amendment and the plot owners in the scheme area to file their suggestions and objections on the draft amendment within a period of one month from the date of publication of such notice.
