(1) For the purpose of making the draft scheme under section 7, the appropriate authority shall call a meeting or meetings of the owners of the land proposed to be included in a land pooling scheme bya public notice to be published in one or more newspapers with wide circulation in that area and shall also place such notice at prominent places in the scheme area. The appropriate authority shall explain in such meeting the tentative proposals of the draft scheme for eliciting public opinion and suggestions on the said proposals.
(2) The appropriate authority may take into consideration all such suggestions made and objections raised on the proposals for making the draft scheme under section 7.
