[(1)] The post of the Patwari shall not be hereditary.

[(2) If any doubt arises relating to the application and scope or interpretation of these rules, it shall be referred to the Government in the Revenue Department whose decision thereon shall be final.

(3) In exceptional cases where the Government in the Revenue Department is satisfied that operation of these rules relating to qualification, experience, or other conditions of service cause undue hardship in any particular case or where it is necessary or expedient to relax any of the provisions of these rules, it may dispense with or relax the relevant provisions of these rules to such extent and subject to such conditions as it may consider necessary' for dealing with the case in a just and equitable manner, provided that such relaxation shall not be less favourable then the provisions already contained in these rules.]
