Civil prisoners must be clean and properly dressed when leaving their rooms or wards during the day, they must stand up when any inspecting officer or authorized visitor visits the civil ward, must answer any question put to them by such officers or visitors in the discharge of their duty and treat them with respect and they must comply with the regulations of the jail and the Superintendent’s orders.
