27. Selection by Government.- Subject to the provisions of rule 8, 9 and 10 the Government shall select candidates in the order of merit in the list prepared by the Commission under rule 25: Provided that the inclusion of a candidate's name in the list confers no right to appointment unless the Appointing Authority is satisfied after such inquiry as may be considered necessary that such candidate is suitable in all other respects for appointment to the post or posts concerned.
