28. Constitution of the Committee.- The constitution of the committee shall be as under:- 1. Chairman of the Commission or a member thereof Commission nominated by him Chairman 2. Secretary/Principal Secretary to the Government in the Department of Technical Education Member 3. Secretary/Principal Secretary to the Government in the Department of Personnel or his nominee not below the rank of Deputy Secretary to the Government in the DOP. Member 4. Director of Technical Education Member- Secretary Provided that in case any Member or Member Secretary, as the case may be, constituting the Committee has not been appointed to the post concerned, the officer holding charge of the post for the time being shall be the Member or Member Secretary, as the case may be, of the Committee: Provided further that in the case of promotion to the post of Director, he (the Director) shall not be the member when the case of promotion to the post of Director is considered by the Committee and in that case the Principal Secretary/ Secretary to the Government in the Department of Technical Education shall act as the Member-Secretary.
