5. Constitution of the Service.- The Service shall consist of- (a) all persons holding substantively the posts specified in the Schedule on the date of commencement of these rules; (b) all persons recruited to the posts in the Service before the commencement of these rules; and (c) all persons recruited by any of the methods laid down in rule 6 of these rules except an urgent temporary appointment.
