Should the rank of the person to be tried, or the character of the offence charged, be such as to require that the court should be composed of officers of standing and experience, the convening authority shall take care to select as president an officer of such seniority as may ensure the attendance of the officers of the highest rank who may be present at the place where the court martial may be ordered to assemble; but should the nature of the offence be such as may be properly dealt with by officers of less experience, he may select any eligible officer to preside whom he may consider most desirable, with reference to the convenience of the service.
