When it is desired that an officer borne additional for staff or special duties should practice or again experience in ship handling, and the like, authority for him to take charge of a watch at sea or in harbour may be given by the senior officer of the squadron or unit, provided that nothing in this regulation shall put him in the line of succession to command.
