(b) il lhe applicalion ls not complete, return the application to the applicant'
(4) Where,,!ilhin a perlod ofone month afterlhe recelptof an applicat on for registration oi inclivldualworkers ulrdersub-section (2)ancl (3), the Regislering OJflcerdoes not granlCenificate ot Reglsiral on as applied for underclause (a)ofsub_ seclion
