Section 17: Market committee to be a local authority

Every market committee shall be deemed to be a local authority for the purposes of the Land Acquisition Act, 1894 (Central Act I of 1894) and the Local Authorities Loans Act, 1914 (Central Act IX of 1914.)
18. Sub-Committee, special committee and delegation of powers –The market committee may appoint one or more of its members to be a sub-committee or to be a special committee for the conduct of any work, or to report on any matter, pertaining to its duties or functions under this Act and the rules and by-laws made under this Act and may delegate to any one or more of its members such of its own powers or duties as it may think fit.
