(1) The market committee may, at any time, call a general meeting of the producers of the notified agricultural produce in the notified area and of persons licensed under sub-section (1) of section 8, and shall call such a meeting within one month after receipt of a requisition in writing from the Director or from such number of producers and of persons licensed under sub-section (1) of section 8 or portion of the total number of producers and of persons so licensed as may be specified in the by-laws of the market committee.
(2) If no general meeting is called in accordance with such requisition, the Director shall have power to call a general meeting himself.
20. Proceedings of market committee not to be invalidated by informalities –A market committee shall have power to act, notwithstanding any vacancy in the membership, or any defect in the constitution thereof, and the proceedings of a market committee shall be valid notwithstanding that some person, who was not entitled to be a member, had sat, voted or otherwise taken part in the proceedings of any such committee
