In case a licensee ceases to manufacture or to issue spirits for a period exceeding two months, the Commissioner may withdraw the Establishment stationed at the distillery and may prohibit all further manufacture in and issue of spirits from such distillery, until the licensee has given the Joint Commissioner not less than fifteen days notice in writing of the date on which he proposes, to recommence manufacture or the issue of spirits, as the case may be.
