Except major alterations to the plant and equipment, minor alterations and repairs may be permitted by the Distillery Officer. Major alterations or additions to the distillery, buildings and equipments shall be permitted by the Joint Commissioner on requisition from the distillers duly forwarded through the Distillery Officer.
