On the expiry of the licence or if the licence is cancelled or suspended, the balance of the stock of spirit in all form and of Indian-made foreign spirits in the blending unit shall be disposed of in such manner as the Commissioner may direct. The cost of Excise establishment at the blending unit till the disposal of the spirits and Indian-made foreign spirits shall be recovered from the licensee.
