The licensee shall be bound by all additional general rules relating to the manufacture of Indian-made foreign spirits which may hereafter be made and by all special orders issued by the Commissioner from time to time, and he shall cause all persons employed by him in the transport and sale of Indian- made foreign spirit, to obey all such rules and orders.
