Notwithstanding any-thing contained in sub-section (1) of section 11 within three months from the date of publication of this Act in the Fort St. George Gazette, the first Vice- Chancellor shall be appointed by the Chancellor on a salary to be fixed by him for a period not exceeding five years and on such other conditions as he thinks fit.
