It shall be the duty of the Village Panchayat that an animal to be slaughtered at the slaughter-house provided by it is brought to the authorised Veterinary Assistant Surgeon atleast twentyfour hours before slaughtering and is certified in Form 3 as to whether such animal is free from any contagious disease by a qualified Veterinary Assistant Surgeon who is either employed by itself or employed in a Government Veterinary Institution or Panchayat Union near its jurisdiction and whose services are requisitioned by it for the purpose. The Veterinary Assistant Surgeon so employed shall examine the carcass of an animal slaughtered and certify in Form 4 as to its fitness for human consumption. If the Village Panchayat which employed qualified Veterinary Assistant Surgeon for the purpose aforesaid shall, without any outside sanction, pay to him a remuneration at the rate not exceeding that which is fixed by the Village Panchayat from time to time in this behalf.
