Every notice of motion made under rule 4 shall be included in the agenda of the earliest meeting of the planning authority after the receipt of the notice referred to in rule 5 and shall be taken up for consideration if the motion is moved and seconded at the time of meeting by two other members. Thereafter, the planning authority may pass a resolution accepting or rejecting the motion.
