(3) The persons to whom this section appliesare the returning officers, assistant returning offcers, presiding officers, polling officers and any other person appointed to perform any dut y in connection with the receipt oF nominations or withdrawal of - candidhture or the iecording or counting of votes at an election, a d the wrpresssion "official duty" shall, for the purpose of this section, bc construed accordingly, but shall not include duties imposed otherwise than by or under this Act.
