Notice of any proposal suggesting that a person may be appointed to a Committee, shall be given to the Chairman three clear days before the meeting of the Board at which the proposal is to be considered. Every such proposal shall be included in the agenda of the earliest meeting of the Board after the receipt of the notice aforesaid and shall be taken up, if the proposal is moved and seconded at the time of the meeting by two other members. Thereafter, the Board may pass a resolution accepting or rejecting the proposal before it.
