A second fee at the rate of 75% of the fees as prescribed in rule 6 shall be leviable for reinspection of a defective boiler and also in cases where the inspection of a boiler is begun, but owing to the fault or neglect of the owner or person in charge is not completed within a period of six months from the date of commencement of inspection.
