{l) A person ~hail be disqualified for being nominated as, and lor being • member of the Committee, Advisory Commi ltee or the Board. as the case may be-
(i) if he is declared to be of unsound mind by a competent court ;
(ii) If he is an undischar&ed insolvant ; or
(ill) If btlore or after the commencement of the Act. he has been convicted of an offence involving moral turpitude.
(2) If any question arises whether a disqualification has been incurred under sub-rule (I) the decision of the State Government thereon shall be final.
II.
