(1) A duplicate eertiflcate of tocistration or renewal, as the case may be, shall be iss ued by th e Registrar of the State Veterinary Council on payment of Rs. 10· (ten).

(2) The duplicate certificate shall be in Form XII.
35; Finance~nd 'Accounts:- '
(1) , For the purposeot' financing and accounting under these rules, each year shall be ,deemed to 'commence on the 1st day of April and ,to terminate on tl~e3ist day of M~rch of the following year.
(2) The ,Co.qncil i~authorised to receive for the purpose of its expense, grant. from the Govt. of India, State Government and other bodies and the proceeds of the sale of its reports and publication.
(3) The banker of the ;Stat~ Veterinary Council shall be the ationalised Banks/TGB{fSCB, All funds of the Council shall be deposited with the Nationalised Banks/TGB/TSCB,and shall be withdrawn by means of cheques signed by the Registrar. The cheque books shall remain in the personal custody ,of Registrar.
(4)' The funds of the Council surplus to current requirements. with sanction of the Council, be iuvested in the following manner.
(i) In promissory notes, stock or other securities of any State Government or the Government of India.
(ii) In stook or debentures of or shares in Railway or other companies. the interest where on shall have been guaranted by any Govern" ment of the Government of India.
(iii) In debentures or other securities for money issued under the auth orlty of an Act of Legislature established in the Re-public of India by or on behalf of any State Govt. undertaking, corporations etc.
(iv) In fixed dep ositswith the State Bank of India.
(v) In such other manner as the Council and or the State Govt.
upon application hy the Council, may authorise.
(5) All investments of the funds of the Council shall be made in the name of the State Veterinary Council. The custody of receipts shall remain in the personal charge of the Registrar and shall be verified once in six months with register of securities maintained under rules and cerltiflcate of verification shall be recorded by the Registrar on the register and counter signed by the President.
(6) Registrarshall prepare detailed estimates of receipts and expenditure for the next financial year and shall submit the same for the approval of the Council at a meeting tobe held for the purpose before the the first day of November every year. One copy of finally approved estimat-s sh 111 be se ot by the first day of November to the State Government.
(7). The funds of the Council shall not be appropriated for expenditure on any items which has not been, duly sanctioned by the Council or the Presiden r as t he case may be. ' 15
(8). The primary units of appropriations shall be "pay of Officer" "Pay of establishment" "Allowances and honorarium" "Contiugencies" "Leave Salary" and "Provident Fund contributions"
(9). The Registrar shall have power to sanction expenditure of miscellaneous and contigent nature - upto an amount of not exceeding Rs.
10,000/- (p. a.) in each case. Expenditure iD, o'fcess of thi. amount upto Rs.
25,000/- shall require the sa ectien of the President and beyond this of the Council.
(10). Permanent advance of Rs. 1,000/- shall be made to the Registrar.
(11). The Registrar shall be the controlling officer for travelling, halting and other allowances to members and other employees of the Council, the.
President for those of the Registrar. .~ . .'

(13). Monthly accounts shall be compiled in the classified abstract according to Primary Units of appropriation suitable Secondary Units may be opened at the discretion of the Registrar who shall be responsible for the due preparation and maintenance of all accounts. .•
(14). The State Veterinary Council shall maintain appropriate accounts , I and other relevant records and prepare a statement of accounts including the balance sheet in accordance with such general direotion and in such formsas may be specified by the State Government in consultation with the Accountant General, Tripura.
(15). Tbe accounts of the State Veterinary Council shall: be audited annually by the Accountant General, Tripura or person appointed by him- in this behalf and any expenditure incurred by any person appointed by him in conection with such audit, shall' be payable by the State Veterinary Council to the Accountant General, Tripura or to a person authorised by him in thls behalf.
(16). The accounts of the State Veterinary Council all certified by the Accountant General, Tripura or any person appointed by him in this behalf, together with the audit report thereon, shall be forwarded annually to the State Government.
(17). Copy of the accounts of the Council as so certified together with audit report there on shall be forwarded simultaneously to State Veterinary Council.
