(1) These regulations may be called the Uttar Pradesh Agricultural Produce Market Committees (Centralised) Service Regulations, 1984.
(2) They shall come into force with effect from the date of their publication in the Gazette.
Status of the Service.
2. The Uttar Pradesh Agricultural Produce Market Committees (centralised) Service comprises 1 [Class C posts and Class D posts].
Definitions.
3. In these regulations :- 2[(a) "appointing authority" means-
(1) The Director in relation to the post of Secretary of a Market Committee; or
(2) The Regional Deputy Director (Administration) in relation to the officers or the officials other than the employees holding posts specified in this clause; or
(3) the Secretary to the Market Committee in relation to the employees holding Group 'D' posts.]
(b) "Additional Director" means the Additional Director of Mandis,
(c) "Board" means the State Agricultural Produce Markets board, Lucknow, d) "Cadre" means a cadre in the centralised Service,
(e) " Centralised Service" means services common to the Market Committees created under regulation 4 of these regulations,
(f) "Citizen of India" means a person who is or is deemed to be a citizen of India under Part II of the Constitution;
(g) "Director" means the Director of Mandis;
(h) "Government" means the Government of Uttar Pradesh;
(i) "Market Committes" means a Committee constituted under section 13 of the Uttar Pradesh Krishi Utpadan Mandi Adhiniyam, 1964;
(j) "Regional Deputy Director" means the Deputy Director Mandis incharge of the region in which Market Committee is situate;
(k) "region" means the area within the jurisdiction of a Deputy Director allotted by the Director for general superintendence from time to time;
(l) "Secretary" means the Secretary of a Market Committee;
(m) "Selection Committee" means the Committee constituted under these regulations for selection of candidates to the various cadres of the service;
(n) "Service" means the Uttar Pradesh Agricultural Produce Market Committees Centralised Service;

(o) "Substantive appointment" means an appointment, not being an ad hoc appointment, on a post in the cadre of the service, made after selection in accordance with these regulations.
(p) "Year of recruitment" means the period of twelve months commencing from the first day of July of a calendar year.
Creation of Centralised Service.
1[4. With effect from the commencement of these regulations there shall be a centralised services for the Market Committees consisting of the cadres and posts given below:-
1. Secretaries:
(a) Secretaries, Class-I,
(b) Secretaries, Class-II,
(c) Secretaries, Class-III, Grade-I,
(d) Secretaries, Class-III, Grade-II,
(e) Secretaries, Class-III, Grade-III.
2. Market Staff-
(a) Mandi Paryavekshak,
(b) Amin/Auctionor.
3. Accounts Staff-
(a) Accountant,
(b) Accounts Clerk,
(c) Cashier-cum-clerk.
4. General Staff-
(a) Head Clerk,
(b) Clerk-cum-typist.
5. Fourth Class Staff-
(a) Mandi Sahayak (Kamdar),
(b) Peon
(c) Chaukidar
(d) Mandi Abhirakshak
(e) Secrutity Guard
(f) Waterman
(g) Mali
(h) Pump Operator/Electrician
(i) Lineman
(j) Electrician
(k) Driver
(l) Bhisti
(m) Sweeper] Classification of posts.
5. The posts in the Centralised Service for purposes of appointment, control and discipline, shall be classified in 2[Class B, Class C and Class D] according to its pay scale as per classification of posts under the State Government in force from time to time.
