(1) Every preliminary project and every proposal to commence work on project shall be submitted— s
(a) in the case of a Zila Parishad, to the Sarvajanik Nirman Samiti ;
and
(b) in the casc of a Kshettra Samiti, to tlie Karya Karini.
(2) The Survajanik Nirman Samiti on receiving the preliminary project and proposal. under clause (a) of sub-rule (i) shall examine and forward them to the Karya Samiti with its recommendations. The Karya Samiti shall after examining the preliminary project and proposal submit them to the Parishad with its recommendations.
() The Karya Karini on receiving the preliminary project and proposal under clause - (b) ol subrule (i) shall examine and forward them with it recommendations to the Kshettra Samiti.
4. No project shall be prepared unless the preliminary project for the work has been approved by the Parishad or Kshettra Samiti, as the case may be, by a resolution. Before sanctioning the preparation of project the Parishad or Kshettra shall consider whether funds are likely to be .avail able for the preparation of the Plans and for construction and maintenanée of the work, and shall record in the resolution whether the funds are to Ix provided from the current years budget, in the revised or altered budget for the current year orvin the budget of the following year.
