(1) The Overscer/Junior’ Engincer or olhc_r officer deputed for the duty of periodically measuring the work or the materials shall keep a measurement book in Form no. W-7. The méasuicment hook s.hnll be the basis of all accounts of quantities, whether of works done by daily labour or by piece work or by contract and also materials received which have to he covnted or measured.
(2) All measurement books belonging to a Parishad or Kshettra ‘Samiti shall be numbered scrially and their receipts, issug, and return shall be entered in a register in Form no. 59 of the U. P. Zila Pa rishads and Kshettra Samitis Schedule of rates and - alterations in respect thereof to be sanctioned by the Parishad or Kshettra Samiti.

(d) Name of the contractor.
(¢) ‘Date of written order to commence work.
(/) Date of actual completion of work.
(g) Date of measurement.
(") Name of subordinate incharge of daily labour or work.
(i) Reference to the last measurement on account of the some work (number and page of the measurement book) in the case of running account. : s
(1) Relerence to forward measurement.
(6) Alter the entrics for a particular - work have been completed on a particular day, the official making the entries shall proper and abstract of the measurements and below the obstract record a certificate “Measurement taken by me” and attest it by his dated signatures. The signature of the contractor concerned shall also be taken at the' end of measurements in token of his acceptance of the measurements recorded above by the official. Overseer/ Junior Engineer should enter the mcasurement in the presence of Pradhan of Gaon Sabha or Block Pramukh in case the contractor does not turn up to get the measurement done in his presence even when informed in writing.
(7) In case of final measurement cach: measurement hook shall be’ pro- vided with an index, which shall be kept up-to-date.
(8) Check of measurcments in respect of the works of a Zila Parishad or Kshettra Samiti shall be made in the following manner :
Zila Pavishad Zila Abhiyanta . 10 per cent of the lines of iucasurement entered.
Accountant Zila Parishad 100 per cent of the caleulation.
' Vita Adhikaries ’ 25 per cent of the calculation.

39. Al works costing more than Rs.50.000 about less than -Rs:lfl. lakhs shall be got inspected by the Zonal Executive Engineer (Planning) efore final payment is made.” In addition to the inspection by the said Zonal Engincer, all works the cost of which exceeds Rs.10,00,000 shall also be get inspected by the Adhikshan Abhiyanta (AlpSinchai) before final payiment is made.
40. On receipt of the measurement book the Khand Vikas Adhikari in the case of Kshettra Samiti Works costing up to Rs.5,000 shall satisfy himself that an itemwise abstract of measurements has been prepared and that the Assis- tant Development Officer (Rural Engineering) has certified that the work has TDeen done according to specifications. He shall record a certificate to. this effect and pass the bill for payment and arrange for payment. In case he finds that the work is not up to the specifications he shall, keeping in view the nature and. quantity of the work done, order for the rejection of the whole or part of the work of withholding a specific amount from the payment due as may be necessary.

4. (I) In case of works other than those referred to in rule 40 the Abhiyanta after the measurement ook is Teceived, shall satisfy himsel{ that an itemwise abstract of mcasurement has been prepared that’ the overseer/ junior engincer in the case of Parishad Works and “Assistant Development Officer (Rural Engincering) in the case of Kshettra Samiti works has certified that -the work has heen- done according to the specifications. In case the Abhiyanta finds that the works is not up to the specifications he shall record s rccommendations for rejection of the whole or part of the work or for withholding a certain amount {rom the payment due or for Payment at lower rates for items found below standard as may be necessary. Thereafter the Zila Abhivanta shall pass on the measurement hook to Mukhya Adhikari or Khand Vikas Adhikari as the case may be.
(2) On receipt of the recommendations of the Abhivanta, the Makhya K ari, ‘as shall get the abstract of measurements examined and if it is found correct. get a bill prepared in Form no. W-8 and arrange for payment of the bill within a period not exceed- ing 14 days the date of receipt of the measurement hook in his officc. . Before 2 pavment order is recorded in the bill, the Vi Adhikari in the case of a Parishad and the Khand Vikas Adhikari in the case of a Kshettra Samiti shal) ensure that the Accountant has compared the entricssin the bill with the entries in the previous running account bill. if any, and shall satisly himself that the claim is only in respect of the work done since the last payment, The Accountant shall record a certificate on the bill to the effect that he has checked the bill with the, last running payment made and the bill is correct, The Vitta Adhikari and the Khand Vikas Adhikari, as the case may be, shall then rountersign the certificate. £ Running Payment.
