13. For the purposes of [the election of] and [the [Mayor] and the [ * * *] the election of the [Corporators] shall, notwithstanding any seat remaining unfilled, be deemed to be completed if at least fourfifths of the total number of [Corporators] fixed under section 6 have been elected.
