14. If a casual vacancy occurs in the office of [Mayor] or [ * * *] owing to death or resignation or any other cause a [Mayor] or [ * * *] , as the case may be, shall be elected as soon as may be thereafter in the manner provided under [in section 11-A or section 12, as the case may be] :

Provided that where the remainder of the term is two months or less the vacancy shall remain unfilled unless the [Corporation] resolves otherwise.
