[14-A. When the office of the Mayor is vacant or he is unable to perform his functions owing to absence, illness or any other cause, the State Government may, by order make such arrangement as he thinks fit, for exercising the powers, performing the functions and discharging the duties of the Mayor, till the Mayor resumes his duties.]
