Whenever it is provided by or under this Act that public notice shall or may be given of anything, such public notice shall, in the absence of special provisions to the contrary, be in writing under the signature of the [Municipal Commissioner] or of a [Corporation] officer empowered under the Act to give the same, and shall be widely made known in the locality to be affected thereby, by affixing, copies thereof in conspicuous public places within the said locality, or by publishing same by beat of drum, or by advertisement in the local newspapers, or by publication in the Bulletin of the [Corporation] or by any two or more of these means and by any other means that the [Municipal Commissioner] shall think fit.
